护航监狱高质量发展
上海市新收犯监狱坚持以习近平新时代中国特色社会主义思想和习近平法治思想为指导，锚定法治监狱建设目标，注重培养监狱法治人才队伍，充分发挥其在保障监狱法治运行、罪犯普法释法、履行社会普法责任等方面的重要作用，不断夯实监狱法治保障基础，积极推动监狱高质量发展。

做实建章立制，壮大法治队伍

制定《上海市新收犯监狱公职律师使用管理办法（试行）》，进一步加强公职律师管理。通过严格选拔，将政治过硬、专业过硬的同志选拔为监狱公职律师，公职律师人数也扩大到了6人。同时，积极发展监区兼职法制员，组建“润新”法治先锋团队，并举行成立仪式。发布法治团队十项工作职责，建立并建强以公职律师为主体的法律服务工作团队。此外，邀请资深法律顾问为团队成员授课，围绕监狱执法中的重点、难点法律问题，进行深入浅出的讲解与案例分析，不断提升法治团队的专业素养。

做实依法管理，完善法律依据

法治团队通过查阅大量法律条文和制度规定，梳理形成了《罪犯权利和义务清单》，进一步完善和明确了罪犯权利义务的法律依据。这使得罪犯能够清楚地了解自己的权利和义务，增强遵规守纪意识，确保罪犯的合法权益得到切实保障，法定义务得到有效履行，从而切实提升监狱依法规范管理罪犯的水平。

做实大课教育，践行改造宗旨

监狱安排法治团队成员轮流为新收罪犯讲授入监服刑的第一堂大课——《监狱的性质》，进一步做好新收罪犯的入监教育，扣好罪犯服刑改造的第一粒扣子。为此，团队通过精心准备课件、开展课程试讲等举措，切实提升对罪犯普法教育的专业性和针对性。同时，通过组织公职律师进行现场教学观摩和教学研讨，不断完善教学内容，持续提升教学质量，帮助罪犯不断提高学法、守法、懂法、用法的意识。

做实法律咨询，积极答疑解惑

监狱在会见中心设立了法律咨询台，安排法治团队成员定期在会见中心值班，更好地在会见现场解决罪犯家属提出的执法相关法律问题。

同时，“润新”法治先锋团队对罪犯家属在会见时关心的常见问题进行了梳理和汇总，并编制了《会见现场罪犯家属常见咨询问题应答指引》，更好地帮助罪犯家属解决实际法律问题，提升了监狱法律咨询的专业化水平。

做实社会普法，彰显责任担当

监狱组织法治团队成员先后前往上海市青浦区毓秀学校和庆华小学开展普法教育。从网络安全、电信诈骗、防拐防骗等多个方面入手，通过互动问答、情景模拟等形式，引导学生增强法律意识，学会运用法律武器保护自己。

日前，监狱还联合上海市吴家洼监狱前往上海师范大学开展法治共建活动。以《筑牢青春防线，走好人生之路》为主题，围绕网络信息安全、校园暴力预防、预防“套路贷”等话题，为学生们带来了一场生动的法治教育讲座，增强了在校大学生的法治意识。
